NewPapyrusProjectWizard and CreateUMLModelWizard classes are located in oep.diagram.common plugin for historical reasons. It's no need to keep them there now, it's better to move these classes to oep.wizards plugin. It's natural to look for them there. So, the task is 
1. Move NewPapyrusProjectWizard  to oep.wizards plugin
2. Get rid of CreateUMLModelWizard class. The class was dependatant on UML metamodel. After series of refactoring the dependences on model are moved to CreationCommands.
3. Register CreateModelWizard class as a wizard in plugin.xml
