In order to support alternate transports in RTA, we need to be able to specify the configured transport in the RTA XML file.

This should be done through the xdc.runtime.Rta module, with a corresponding change to the xdc.rta.MetaData class to parse the new information.

The xdc.rta.MetaData class must still be able to parse older XML files.
