Qooxdoo only dispatches mouseover-events if the related target is not from the same widget. For the tree and possibly other future widgets, it is usefull to get all mouseover-events so the widget is informed when another element within the widget is hovered. Changes would be needed in EventHandler.js "_onmouseevent_post".

We will create a new (additional) event type for this, possibly called "htmlElementMouseOver" and "htmlElementMouseOut". They will be identical to the "mouseover"/"mouseout" evens, but fired in any case (in addition to the other events).

Fixed in CVS head. Includes Tests for the new events and for a new testUtil-function.
