The PTP feature for Unified Parallel C (UPC) support is missing from the Helios repository.

Background: For Galileo, the CDT (PTP pre-req) UPC features were only optional features and thus not in Galileo site.  But CDT UPC features  were recently added to Helios repository and now we're straddling the fence so to speak since PTP is now part of Helios.  I would like the PTP UPC features to be in the Helios repository along with the CDT UPC features that are there now. 

We would like to put the org.eclipse.ptp.pldt.upc feature to ptp.build to add it  to the Helios repo.
