Our toolbar is hardcoded in the xmi file at the moment.

The toolbar is now populated by the elements from the WAB.

If you make a new workbench window, you won't see the toolbar. But if you restart, it then appears. Not quite sure what the problem is here at the moment. I'm guessing the rendering engine isn't handling this event.
