in xdctools 3.16 Unit.getDecl()should return the final decl found. This was fixed in xdtools 3.20, like to get it into the next 3.16 release.

Change was made for 3.20 in xdc-v24.

Tested with codec engine 2.25.03.13 and xdctools 3.16.05.40. The correct config was returned.
