Currently the provisionalConfiguration slaveformattingstrategy is loaded by StructuredTextMultiPassContentFormatter#formatSlave every time formatting is invoked.  This reading on of the configuration should really be done in StructuredTextViewerConfiguration#getContentFormatter like the majority of the other provisional extension points both for consistency, readability, and performance.
