Add config parameters (and any other necessary features) to the xdc.runtime.Rta module to allow applications to be configured for transports other than RTDX, and to communicate this configuration to the host through the RTA XML file.

Most likely, this will look like two new String configs which are used to specify the class name of the data transport and control transport to use on the host. The value of these configs will have to be written to the RTA XML file, and the xdc.rta.MetaData class will have to be updated to read these values.
