Add API to configure the resolver instance nested in org.eclipse.ecf.provider.dnssd.DnsSdDisocoveryLocator

Released API to HEAD that supports setting search paths and resolver. Will probably need more API to e.g. set the TSIG key later.

API has been added (a while ago) and is consumed by config admin
