The Tool Commands section of the RM-specific configuration page (used by Open MPI and MPICH2) does not need to be visible to the user. Move this to a separate page and add an "Advanced" button instead.

Open MPI/MPICH2 RMs are being transitioned to new JAXB framework. When this happens, the Tool Commands page will no longer be used.
