These are post-RC4 changes to sync with Windows debug agent with the TCF Helios RC4 release.  

This consists of (1) diffs from TCF from rev 947 to 997 and (2) patches to avoid crashes in the agent in MinGW builds (bug 316073).

fix for memory::get/set error reporting

The Windows agent was reporting the wrong number of arguments for Memory::set errors, and never reporting an error for Memory::get.

I talked with Ken and it seems like this may be a wasted effort due to active development in Austin -- we will just do a bulk merge of this plugin once 7.0.1 starts.
