the last 3 or so RC4 build has this test failing "unable to install libraries". 

Does test need to be adjusted due to some other change? 

I'm marked as blocker since it had happened so consistently, and from the sounds of it, it may mean some other tests are not running. But if it really is intermittent (e.g. network related?), feel free to adjust.

This is an intermittent problem that we have been tracking since M7. See bug 307792. See comment in bug 307792#2 . This is blocked by bug 277647 against SourceEditing.
We can remove this teast, but there is no guarantee that it will not pop-up in some other test case.
