Build ID: TM 3.2rc3

TM builds generated by the Athena builder are missing a ".api_description" file in the root (like o.e.rse.core). They are also missing the "Eclpise-SourceReferences" header in their MANIFEST.MF.

With the patch, the .api_description is generated but not the Eclipse-SourceReferences header. Looks like the basebuilder used by Athena might be too old.
