As per http://wiki.eclipse.org/Export-Package, the Eclipse guideline is to export ALL packages but mark internal ones as x-internal. This guideline should be followed by running the PDE Tools > Organize Manifests Wizard.

As per TM 3.2rc3, some bundle manifests do not export all their declared packages, and some have an unnecessary Eclipse-LazyStart header although they do not define a Bundle-Activator.

This should be cleaned up.
