The org.eclipse.tm.terminal.local META-INF/MANIFEST.MF does not export all of its packages with x-internal.

As per http://wiki.eclipse.org/Export-Package, the Eclipse guideline is to export ALL packages but mark internal ones as x-internal.

This guideline should be followed by running the PDE Tools > Organize Manifests Wizard.

I released this without extra review since the change was machine-generated, reviewed, and follows Eclipse guidelines.
