If you make portion of a xml file ReadOnly ,we are able to replace that.You will notice this if you invoke Cut,Add comment action on read only portion.Bug 289185 and Bug 315364 appears similar ,but they are different since they deal with read only files and not read only region.I have seen lot problems with source editor in case of Read only files and read only regions.Bug 315343 is similar to this one,but that happens due to reparsing . If we invoke replace function on a read only region , BasicStructuredDocument should fire NoChangeEvent.

Ok,i saw that there is provision to throw NoChangeEvent . But due to  Bug 244091 we are passing ignoreReadOnly parameter as 'true' which is responsible for this behaviour. But is it correct to have 'Cut' Action remove portion of Read-Only?
