If a cookie value is quoted, then the version should be forced to 1.
The server should also have a maximum cookie value, so that only unquoted cookies may be sent.
expire params should always be sent because max-age is not always understood.

HttpFields has been modified to take a maxCookieVersion constructor argument.
This is set for response fields from Server@getMaxCookieVersion 

If the max cookie version is 0, then cookies will never be quoted.
