This is a bug for 3.7 or 3.6.1 

In bug 314603, we tried to add eclipse.inf files to pde.api.tools and jdt.debug.ui bundles to exclude them from being packed.  This didn't work because 
I was missing a parameter in my patch. I had to remove the bundles manually from the repository using a remove.iu task.  I'd like to revisit this issue in 3.6 and 3.7.1 and will attach a patch to add eclipse.inf files with the correct parameters. I haven't opened a bug with pde.api.tools because I know Darin has committ rights on both these bundles :-)
