Ideally this will allow arbitrary versions of Jetty (and preferably also Tomcat) to be swapped in.

Since Jetty directly supports OSGi RFC 66, it makes more sense to treat Jetty as an alternative, superset of the function of Gemini Web rather than simply as a servlet container.
