The javadoc for the change subscription 
mechanism should be moved out of the CDOAdapterPolicy interface now that 
it's reused for other purposes.

I removed the outdated Javadoc from CDOAdapterPolicy and refered to the CDOView options that use the policy.

Committed to HEAD.
