See bug 77026 comment 12. The fact that there are 2 similar, but not alike, "Fix Copyrights" actions has caused confusion for many years.
The older "Eclipse/IBM Fix Copyrights..." action should be deleted.

I believe bug 276257 - [relengtool][regression] "Fix copyrights" can destroy XML files by not closing comment properly 
can also be marked "fixed" when this bug is fixed.

The patch looks good to me (I didn't try it). I have made a note to double-check any "swt-specific" code next year when I run "Fix Copyrights" for 3.7.
