The STEM scenarios build by the ant script automatcially generate test scenarios form level 0 on down but in some cases we only have a level 1 or level 2 map.
Before the ant script builds a model it should CHECK that the map exists. If now map- don't add that scenario as the user will not see anything when it runs.
