As a performance improvement we should add a property that allows users of the canonical model generator to turn off XML loading for each compile round.

Suggestion:

eclipselink.canonicalmodel.load_xml

Which is true by default. When set to false, no XML loading (persistence.xml) will be performed.

Tests: Tested manually through build scripts and annotation processing tool option through Eclipse. Also, JPA FullRegression and Extended tests continue to pass.
