Steps to reproduce:
1. Use a library in a report
2. In the report outline view, choose the library.
3. Press "Delete" key to remove library in report.

Expected result:
The library should be able to be removed by "delete" key.

Actual result:
The delete key doesn't take effect.
Other element in outline view can be removed by delete key.
