Test build:
BIRT2.6.0 v20100531-0630

Step to reproduce:

1. Use the report attached 
2. View report in web viewer
3. click "next page"

Expect result:
xtab has not extra row in the second page

Actual result:
xtab has extra row in the second page

This bug has already been fixed.
