this is a more reasonable value for the current performance we provide (same as in Java)

IMO,we use dltk's Auto activation preference value instead of pdt's.

Verified at PDT-2.2.0.v20100616
At Content assist preferences is mention 200 ms for auto activation

Probably this fixed this issue

If anybody provide something more about this - please reopen this issue
