add org.eclipse.jsf.feature

Its not quite there yet, but I expect it to get to 'staging' soon ... we in WTP had to re-package some bundles, so Java IDE package needs the JSF feature added.

No change in resulting bundle content or function ... just required for flexibility and proper maintenance.

Patch applied to CVS HEAD.

IMPORTANT: I took the freedom to add the very same dependency to the reporting package. I am adding the reporting package maintainers as CC to keep them informed.
