Cloned this bug to track potential release/patch into 3.4.2+.


+++ This bug was initially created as a clone of Bug #313905 +++

We have an adopting product that has thousands of bundles. If our users add or remove bundles from the dropins folder, both the next and the subsequent startups are very slow. The third startup is normal. 

We understand why the first startup is slow, but don't think that the subsequent startup should be slow. 

The second startup is slow because the platform thinks that the platform.xml has changed since the previous startup.
