The xdc.tools.path.sg GUI app can be launched from CCS (Tools | RTSC Tools | Path).  If the Path UI is closed via its "File | Exit" menu, CCS disappears and the eclipse.exe and javaw.exe processes must be manually killed via Task Manager.

Found with internal CCS 4.2.0.08028 build.

The workaround is to close the path tool by pressing the window's 'x' button.

Fixed in xdctools-d33. If parent display is CCS, don't dispose it.
