Creating a new bug to cover the need to fix the language patch to match the mnemonic change in Eclipse.

- Steps To Recreate Problem:
Start Eclipse
From the main menu bar click on Window --> Preferences
Expand Help --> Content
Click on the New button

Verify the panels below are correctly displayed

- Problem Description:
We found duplicate mnemonic keys, pls help to check, thanks!

I added the Simplified Chinese translation of "Proto&col:" -> "ЭÒé(&C)£º" ("\u534f\u8bae(&C)\uff1a") to Eclipse 3.6 in Babel.
