Build number:2.6.0.v20100527-0630

Steps to reproduce:
1. Add two properties files to report
2. Insert a label, go to localization and click Browse for key/value pair, click Add button

Since we support multiple resource files, we should allow to choose properties file during add key/value pair

Currently add button will always add key/value to first properties file.
