Build Identifier: 2.6 RC1

The following 3 plugins did not update the tag value when its plugin toleration ranges were updated.

I meant the qualifier.

Our build system uses a centralized repository to store all the bundles from multiple builds.
The re-used of the qualifier  caused the new bundles not being load into our repository.

yes, qualifier, someone updated the manifest.mf recently, and did not use a new qualifer when they release the change.

THis shoudl be fixed in RC2 and beyond.
