There are options for most of the other types of files we create, but not a plug-in project.  If you look at the java perspective, they have two options in the first section of the new menu Java Project and Project...

2. Console view to the bottom view area

Was there a reason why you added the console view to the perspective?  The console view should open automatically when required.  I've removed it for now, the new shortcuts work nicely once you reset the perspective.
