If keyboard shortcuts are assigned to team operations, they don't work.

The problem is not present in 3.5.* and <= 3.6.m5 and appeared with 3.6.m6. All later versions (including 3.6.rc2) are affected.

This bug affects other team providers like subversive (that come with preconfigured shortcuts).

Assigning a shortcut to some operation that is not part of "team" (like about) works as expected.

The problem was initially reported against Subversive (Bug 313621), however I cannot reassign to another product/component. Besides that, the scope seems to be a a bit different from the initial report.

Reproducible: Always

Steps to Reproduce:
1. download Eclipse SDK
2. run with a new workspace
3. on the "keys" preference page configure "Synchronize with Respotitory" = ctrl+alt+s
4. checkout some project from a cvs repo
5. in package explorer, select the project
6. hit ctrl+alt+s -> nothing happens
