The Test Connection button at Window -> Preference -> Help -> Content, tests that the URL provided for an information center can be connected to (as it should).  Although a URL provided can be connected to, it may not be a valid information center.  This means that a URL which returns an error page, or any URL that can be connected to will return successful, even though help topics would never exist there.  It may be helpful to test not only for a connection, but also that the URL is a valid information center.

Reproducible: Always

Steps to Reproduce:
1. Go to Widown -> Preferences -> Help -> Content
2. Add an infocenter to any URL that can be connected to (infocenter or not)
3. Test Connection
