After updating to Windows 7, I had to re-download all of the designers. On some of them, when I go to open Eclipse/BIRT, there is no report design perspective. Re-downloading again does not help. I don't remember the version now that I first noticed this issue with because I thought it was just a mixup, but I downloaded from the Harvard mirror a couple times with this issue, then chose a different mirror and it worked just fine. Currently, with at least BIRT 2.3.0 and 2.3.1, I am having this issue again, but the download is only provided from the Eclipse Archive website, so I am unable to try a different mirror location. Again, re-downloading does not help.
Have you tried using a new workspace?
I just tried to download 2.3.1 again to attempt to even try another workspace. I tried saving the zip file to my computer. It took so long it timed out. So, I tried doing it the "open" way and I couldn't even open Eclipse because the "library was missing" or something along those lines as an error when I attemted to open it. I'll try to download it one more time and let you know what happens.
Downloaded again and unzipped the file and tried to run Eclipse BIRT 2.3.1. Is this the same download link you used? http://www.eclipse.org/downloads/download.php?file=/birt/downloads/drops/R-R1-2_3_1-200809221151/birt-report-designer-all-in-one-2_3_1.zip Maybe also try "eclipse.exe -clean" again.
I have been downloading from the Eclipse.org archived builds page, so if that's the same address, then yes. I downloaded the 2.3.1 designer again today and it worked. It took probably 10 downloads or more before it has finally worked though, so something must've changed. This bug can be closed. I will try with 2.3.0 now too.
