Once set, the JSF facet version cannot be changed directly in an existing project.

Reproducible: Always

Steps to Reproduce:
1. Create a dynamic web project with JSF 1.2
2. In Project Properties > Project Facets, change the JSF 
   facet version from 1.2 to 2.0

An error is displayed "Cannot change version of project facet JavaServer Faces to 2.0"
