The Helios p2 repository /releases/helios now contains a direct reference to the EPP package repository. 

  <children size='2'>
    <child location='...'/>
    <child location='http://download.eclipse.org/technology/epp/packages/helios/'/>
  </children>

Therefore we should remove the entry from the list of active p2 repositories in *all* packages.
And of course, this needs package testing!
