Build number:2.6.0.v20100521-0630

Steps to reproduce:
1. Insert customer tables
2. Set page-break-internal to 40,45,50 and see their effects

Expected result:
Cut page by 40 rows, 45 rows and 50 rows

Actual result:
40, 45 works, but 50 shows as the same as 45, set 46 and shows the same as 45 effect

If layout preference is set to fixed-layout, the pagination is based on page-size and page-break-interval.

close,page-break-internal doesn't work if the interval number larger than one page can show
