Description:
  value list don't display in import values dialog when parameter data type is Date

Test Build:
BIRT2.6.0 v20100520-1551

Step to reproduce:

1. Add a sample datasource and a data set with table "ORDERS". 
2. New a parameter, data type select "Date",display type select "List Box",click "Import Values"


Expect result:
in Import Values dialog, value list don't display 

Actual result:
in Import Values dialog, value list can display

This error occurs when local locale is chinese.
