PDE/Build does not generate default configuration information if the .product file specifies custom settings.

However, this can be set on a per platform basis (at least for linux,macosx,solaris & win32, not based on ws or arch).   

If a .product file specifies a custom config.ini for just one platform, but not any others, then we don't generate defaults for those other platforms and they are left without config and will not run as a product.

Currently we are not actively enhancing PDE build anymore. Therefore, I close this bug as WONTFIX. 

Please reopen, if you plan to provide a fix.
