Existing IPAccessHandler implementation only allows specifying the entire octets as wildcards.

This enhancement will provide a much more flexible mechanism of specifying wildcards that will make any range (including the entire IPv4 range) possible.

The notation used for constructing wildcards will be same as the one used by nmap for octet range addressing (http://nmap.org/book/man-target-specification.html), while preserving compatibility with old-style full octet wildcard specification.
