3.6 RC1, Build id: I20100513-1500

Steps to reproduce:

- Create a new Plug-in project
- Check 'Eclipse version 3.6'
- Uncheck 'Generate an activator'
- Check 'Plug-in will make contributions to the UI'
- Choose 'No' for 'Would you like to create a rich client application'
- Don't use a template

The generated plug-in project will have no dependency to 'org.eclipse.ui' and 'org.eclipse.core.runtime' _because_ 'Generate an activator' was unchecked. Generate an activator and the dependencies will be created correctly.
