I create a diagram at the top level (i.e., model level). Then I decide to move it to some contained package by dragging it to that package in the model explorer. Although the cursor shows that I can drop the diagram, the move seems to be disallowed, as the diagram remains at the model level. No warning message or explanation is provided.
