Subversive probably needs additional "Check the missing resources in the commit dialog" option as I wouldn't want to commit missing resources as deleted accidentally. 
What is the general design about handling missing resources?  If they should be handled "transparently" allowing to commit them as deleted may be additional option to not check them by default is necessary.  If such option would be considered superfluous may be additional decoration in the synchronized view would be good to have (I think I've seen large red exclamation icon decoration in some cases I don't remember how to get currently).
