Steps to reproduce:
1. New a fixed layout report
2. Insert a label in the master page header
3. Change height of master page header and footer to 10%
4. Preview in PDF emitter


Expected result:
The contents in masterpage can be shown

Actual result:
Masterpage contents disapppeared.

the master page size must be in absolute unit as it is the out most element.

close it wronly as although the height of master page can't be a percentage, the height of page header/footer should supports percentage.

The reference length of header/footer is the page size excluding page margin and border.
