1) Create a new target definition pointing at an Eclipse install 2) Open the content tab, deselect everything except 1 bundle 3) On the locations tab, add a new location containing some extra bundles 4) Switch back to the content tab. Result: Only one item is selected on the content tab. We should add the contents of new locations to the explicit include list (if one exists).

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.
