In a workspace with multiple java projects and none of them selected in the Project Explorer select File->New->JAXB->Schema from JAXB Classes.  Select a project, press Next, press Back, select another project and press Next. Notice that the table for selecting classes is now empty.  You have to cancel out of the wizard and come back to it selecting the correct project the first time to get it to populate.

Verified you can click Back and select a different project and click Next and the fields are populated.
