  Margin using percentage dimension as value don't work

Test Build:
BIRT2.6.0 v20100511-0630

Step to reproduce:

1. Create a lable
2. Set percentage value to Margin
3. Preview

Expect result:
Percentage values work.

Actual result:
No effects.

Can not reproduce this issue in latest 2.6.1 build. Set as fixed.
