Steps to recreate the problem:

I.	In the Remote Systems view, expand Local > Local Files > My Home and right-click any folder
II.	Select User Actions > Work With User Actions to bring up the dialog
III.	Select New > File action in the tree view, on the left had side of the window
IV.	Under the "Command:" field, verify the Edit... button
V.	Click the Edit... button to bring up the Command dialog
Right-click in the editor

Problem description:

The "Undo" item is missing in the context menu. I tried typing something but the "Undo" item still does not appear. Please, advise.

This problem is related to bug 221392.  In the user action and compile command cases, there is no site input to the constructor of SystemCommandEditor, so the checking of "_site != null" failed in initializeActions() method.

Workaround this problem by using the _site of the active page of the active workbench window.
